WSCC board calls special meeting Thursday to discuss president’s contract

SCOTTVILLE — A special meeting of the West Shore Community College Board of Trustees has been called for 4 p.m. on Thursday in the board room of the administrative and conference building.

WSCC chairman of the board James Jensen is expected to inform those in attendance the purpose of the meeting, which is concerning college president Charles Dillon’s contract.

Dillon was arrested by the Manistee City Police in the parking lot at Oleson’s Food Store for driving under the influence of liquor on Aug. 6. He refused a breathalyzer test and a Michigan State Police blood test revealed that Dillon had a blood alcohol level of .186 when the legal limit in Michigan is .08.

On Aug. 10 he was placed on paid administrative leave by the board of trustees. The board also attached the following stipulations to the president at that time:

n He would successfully complete a residential, alcohol treatment program, to be followed by a fitness for duty examination;

n He will waive the physician/patient privilege in favor of the board of trustees and instruct that all records/progress notes be released to the chairman of the board of trustees; and

n The college automobile will be returned to campus and remained parked until further notice.

On Sept. 15 members of the West Shore Community Trustees took action to pull that paid administrative leave for Dillon following a lengthy closed session to discuss if he was meeting the stipulations. The board also instructed the board chair to contact the college’s attorney regarding the status of the president’s contract.

Earlier in that meeting and prior to taking the action on Dillon, the board took action to name WSCC Vice President of Administrative Services Scott Ward as the acting president.

Jensen said that as they got into the process of the president being on leave, it became apparent they needed someone in that position.

“When we made the interim operating plan we knew there was going to be a need to make some adjustments to it,” he said at the time. “The board executive committee has been meeting weekly with the president’s executive team and there has been a growing need to have someone in that position for a number of reasons.”

Fellow executive committee member Bruce Smith said that the naming of Ward as acting president is the only thing changing in the interim plan of management.

“All the other duties that are in the interim plan will remain the same,” said Smith. “Vice president (Lisa) Stich will retain all the duties she was assigned and Scott will continue to do the other things he was asked to do in the interim plan.”

At Thursday’s special meeting the board plans to move into closed session to review a written opinion of legal counsel. It is uncertain if any action will be taken when they emerge from that closed session.

    Regarding Charles Dillion. He needs to get sober before he kills himself, or someone else. He has a history of similar problems. Why he was hired is beyond me! He needs to hit rock bottom, FIRE HIM. Maybe that will end up being his salvation. We do not need his bad behavior displayed to our children. For those of you in this community that support him, (And you know who you are !!!) I suggest that if you are his true friend you make sure he gets help, NOT LIP SERVICE!!!!! I have been where Mr. Dillion is, and there is way out!!!!
