Manistee man arrested for ‘assault by strangulation’



MANISTEE TWP. — A Manistee man was arraigned in Manistee County’s 85th District Court on Monday, for an assault that was reported on Friday afternoon.

Joseph Cowen, 52, was charged on one count of assault by strangulation, a 10 year felony and/or $5,000 fine; and one count of domestic violence, a 93 day misdemeanor and/or a $500 fine.

Around 2:30 p.m. on Friday, the Manistee County Sheriff’s Office responded to a report of “assault by strangulation” on Bridge Street in Manistee Township. Following the investigation, a felony warrant was issued for Cowen.

Due to the threat of possible weapon use, the Northern Michigan Mutual Aid Emergency Response Team was called to assist while serving the warrant. Cowen was taken into custody without incident shortly around 10:15 p.m. on Sunday.

Bond was set at $30,000 cash or surety; Cowen is currently held in the Manistee County Jail.

The sheriff’s office was assisted by the Michigan State Police, Manistee City Police and Munson Healthcare Manistee Hospital EMS.
